A tenderer may submit a tender separately for any part of the subject-matter of the contract or for all parts of the subject-matter of the contract. <\/li>\n<li>The price offer must be submitted electronically, via the EVO system.<\/li>\n<li>The bidder submits the bid in electronic form to the EVO system, located at the web address: <a href=\"https:\/\/www.uvo.gov.sk\/portal-systemu-evo-5f5.html\">https:\/\/www.uvo.gov.sk\/portal-systemu-evo-5f5.html<\/a> within the deadline for submission of bids according to the requirements specified in this call. The tender must be submitted in a legible and reproducible form. <\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\">For the purposes of this public procurement, EVO is software for the computerization of public procurement. EVO is a web application on the <a href=\"https:\/\/www.uvo.gov.sk\/portal-systemu-evo-5f5.html\">https:\/\/www.uvo.gov.sk\/portal-systemu-evo-5f5.html<\/a> domain <\/p>\n<p style=\"padding-left: 40px;\">Instructions for using the system as well as minimum technical requirements are available on the EVO <a href=\"https:\/\/www.uvo.gov.sk\/viac-o-is-evo-5f6.html\">website https:\/\/www.uvo.gov.sk\/viac-o-is-evo-5f6.html<\/a><\/p>\n<p style=\"padding-left: 40px;\">The contracting authority will communicate with the bidders or interested parties through the communication interface of the EVO system, this method of communication applies to any communication and submissions between the contracting authority and the applicants\/bidders during the entire public procurement process. <\/p>\n<ul>\n<li>The price offer must be delivered no later: <strong>06.2023 by 10:00<\/strong><\/li>\n<li>The Tenderer may withdraw or amend the Price Offer no later than the deadline for submission of tenders specified in point 4.4 above. <\/li>\n<li>The offer must be prepared in Slovak or Czech. In the case of another language, an official translation into Slovak is required. If a difference is found in their content, the translation into Slovak is decisive. A bid that is not submitted in this way will not be evaluated.   <\/li>\n<li>In the case where the invitation so specifies, the documents must be adjusted in such a way as not to violate the anonymity of the applicant.<\/li>\n<\/ul>\n<hr>\n<p>5.<strong> Method of determining the price<\/strong><\/p>\n<ul>\n<li>The proposed contract price must be determined in accordance with Section 3 of the Act of the National Council of the Slovak Republic No. 18\/1996 Coll. on Prices, as amended. The price must be final, including all costs, fees or commissions, including taxes, duties and any other costs necessary for the proper performance of the Subject of the Order.  <\/li>\n<li>In the Price Offer, the Bidder shall state the total price for the delivery of the Subject of the Contract in accordance with Annex No. 2 Proposal for the Fulfilment of the Criterion of this Call in the structure:\n<ul>\n<li>price in EUR excluding VAT;<\/li>\n<li>the amount of VAT in EUR;<\/li>\n<li>price in EUR including VAT.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\">(if the bidder is not a VAT payer, he will state this fact in the bid)<\/p>\n<ul>\n<li>The price proposed by the bidder will be expressed in EUR. The price must be expressed as a positive number rounded to a maximum of two decimal places. <\/li>\n<li>The subject of the contract will be financed from the ESIF &#8211; Integrated Regional Operational Programme or other subsidy financing scheme or the Recovery and Resilience Canvas.<\/li>\n<li>With regard to the method of financing, the contracting authority sets the maximum price for the subject-matter of the contract in the amount of the estimated value of the contract indicated in the invitation to tender entrusted in the Public Procurement Bulletin.  <strong>In the event that the bidder&#8217;s bid exceeds the amount of the estimated value of the contract, such bid will not be included in the evaluation.<\/strong><\/li>\n<li>The Tenderer is obliged to tolerate the performance of the control\/audit related to the services provided until the expiry of the deadlines under the Agreement on the Provision of Non-Refundable Funds, by the Authorized Persons for the performance of this control\/audit and to provide them with all necessary cooperation.<\/li>\n<\/ul>\n<hr>\n<p>6. <strong>Conditions of participation<\/strong><\/p>\n<p><strong>Personal status<\/strong><\/p>\n<ul>\n<li>Only a person who fulfils the conditions of participation relating to personal status defined in clause:\n<ul>\n<li> <strong> Article 32(1)(e) ZVO:<\/strong> is authorised to supply goods, carry out construction works or provide a service;<\/li>\n<li> <strong> Article 32(1)(f) ZVO:<\/strong> does not have a ban on participation in public procurement confirmed by a final decision in the Slovak Republic or in the state of registered office, place of business or habitual residence;<\/li>\n<\/ul>\n<\/li>\n<li>Method of proving the fulfilment of the conditions under Section 32 (1) of the ZVO:\n<ul>\n<li>The tenderer shall prove that the conditions for participation of personal status within the meaning of Section 32 (1) (e) of the ZVO referred to in point 6.1.1 above have been fulfilled <strong>by submitting a document on the authorisation to provide services corresponding to the subject of the contract<\/strong>;   <\/li>\n<li>The applicant shall prove that the conditions for participation of personal status within the meaning of Section 32 (1) (f) of the ZVO referred to in point 6.1.2 above have been fulfilled <strong>by submitting an affidavit<\/strong>.   <\/li>\n<li>A bidder registered in the List of Economic Operators maintained by the Public Procurement Office (ZHS) pursuant to Section 152 of the ZVO shall prove the fulfilment of the above-mentioned conditions for the participation of personal status by its entry in the List of Economic Operators, the entry in the List of Economic Operators <strong>replaces<\/strong> the documents required under points 6.2.1 and 6.2.2 <\/li>\n<\/ul>\n<\/li>\n<li>The tenderer may replace the documents proving the fulfilment of the conditions of participation in accordance with point 6.1 above with an affidavit, the template of which is Annex No. 3 to this invitation to submit a tender, while the required documents proving the fulfilment of the conditions of participation shall be submitted by the successful tenderer after the evaluation of the tenders on the basis of the Contracting Authority&#8217;s invitation to supplement them.  <\/li>\n<\/ul>\n<hr>\n<p>7. <strong>Content and binding nature of the price offer <\/strong> <\/p>\n<ul>\n<li>The price offer must be binding by 12.2023.<\/li>\n<li>The following documents must be part of the tender submitted electronically:\n<ul>\n<li>Applicant identification, including contact details;<\/li>\n<li>Proposal of the price for the entire Subject of the Contract in accordance with point 5 of this Invitation to Tender prepared in accordance with Annex No. 2 Proposal for the fulfilment of the criterion of this Invitation to Tender according to which part of the Subject of the Contract is submitted; <\/li>\n<li>Documents proving compliance with the eligibility conditions referred to in point 6 above of this call for tender or declaration on honour;<\/li>\n<li>Anonymised portfolio of the tenderer in accordance with points 8 and 9 of this call.<\/li>\n<\/ul>\n<\/li>\n<li>The documents referred to in point 7.2 above must be delivered as scans of the originals signed by the person or persons authorized to act on behalf of the applicant, or documents and documents issued by entities other than the applicant.   <\/li>\n<li>The price offer must not contain any restrictions or reservations that are contrary to the requirements and conditions specified by the contracting authority in this call.<\/li>\n<\/ul>\n<hr>\n<p>8. <strong>Award criteria<\/strong><\/p>\n<ul>\n<li>The contracting authority shall evaluate the tenders in accordance with Section 44(3)(a) of the Public Procurement Act on the basis of the best price-quality ratio for each part of the subject matter of the contract separately.  <\/li>\n<li>The award criterion is the best value for money Criterion 1 (K1) and quality for Criterion 2 (K2).<\/li>\n<\/ul>\n<p>The award criteria are set as follows:<\/p>\n<p><a href=\"https:\/\/npvelkafatra.sk\/wp-content\/uploads\/2023\/06\/Snimka-obrazovky-2023-06-19-144102.png\"><img alt=\"Sn\u00edmka obrazovky 2023 06 19 144102\" loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-2723 size-full\" src=\"https:\/\/npvelkafatra.sk\/wp-content\/uploads\/2023\/06\/Snimka-obrazovky-2023-06-19-144102.png\" alt=\"\" width=\"611\" height=\"214\" srcset=\"https:\/\/npvelkafatra.sk\/wp-content\/uploads\/2023\/06\/Snimka-obrazovky-2023-06-19-144102.png 611w, https:\/\/npvelkafatra.sk\/wp-content\/uploads\/2023\/06\/Snimka-obrazovky-2023-06-19-144102-500x175.png 500w\" sizes=\"auto, (max-width: 611px) 100vw, 611px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>How the criterion is applied:\n<ul>\n<li>The ranking will be determined in descending order from the highest point gain to the lowest.<\/li>\n<li>The bid of the bidder with the highest score will be placed first.<\/li>\n<li>The contracting authority reserves the right not to accept any tender and not to conclude a contract with any tenderer in the event that the total price exceeds the estimated value of the subject-matter of the contract set by the contracting authority<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong><em>Criterion 1: Total price for services provided excluding VAT <\/em><\/strong><\/p>\n<p>Criterion The total price for the services provided excluding VAT is determined by the tenderer by filling in the price table according to Annex 2 &#8211; Proposal for the fulfilment of the criteria for each part of the subject of the contract separately.<\/p>\n<p>Bids will receive a point value, which is created by multiplying the maximum number of points for this criterion and the ratio of the lowest bid price to the bid price of the evaluated bid.<\/p>\n<p>The formula for calculating points according to this criterion:<\/p>\n<p><a href=\"https:\/\/npvelkafatra.sk\/wp-content\/uploads\/2023\/06\/Snimka-obrazovky-2023-06-19-144147.png\"><img alt=\"Sn\u00edmka obrazovky 2023 06 19 144147\" loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-2724 size-full\" src=\"https:\/\/npvelkafatra.sk\/wp-content\/uploads\/2023\/06\/Snimka-obrazovky-2023-06-19-144147.png\" alt=\"\" width=\"618\" height=\"63\" srcset=\"https:\/\/npvelkafatra.sk\/wp-content\/uploads\/2023\/06\/Snimka-obrazovky-2023-06-19-144147.png 618w, https:\/\/npvelkafatra.sk\/wp-content\/uploads\/2023\/06\/Snimka-obrazovky-2023-06-19-144147-500x51.png 500w\" sizes=\"auto, (max-width: 618px) 100vw, 618px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>In the event that the bidder&#8217;s bid exceeds the amount of the estimated value of the contract, such bid will not be included in the evaluation.<\/strong><\/p>\n<p><strong><em>Criterion 2: Quality of the applicant&#8217;s portfolio <\/em><\/strong><\/p>\n<p>The aim of this criterion is to assess the quality of the services provided by the bidders and thus to achieve a higher output quality of the services supplied. The evaluation of this criterion will be assigned by the jury in an anonymous form. In accordance with the terms of the competition, the secretary will make anonymized portfolios of applicants available to the jury and each of the jury members will then assign a number of points. After completing the portfolio evaluation, the secretary will sum up the points. The applicant will submit 3 reference projects under the conditions set out in this call, which will be assessed separately in accordance with the conditions set out below.    <\/p>\n<p><a href=\"https:\/\/npvelkafatra.sk\/wp-content\/uploads\/2023\/06\/Snimka-obrazovky-2023-06-19-144221.png\"><img alt=\"Sn\u00edmka obrazovky 2023 06 19 144221\" loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-2725 size-full\" src=\"https:\/\/npvelkafatra.sk\/wp-content\/uploads\/2023\/06\/Snimka-obrazovky-2023-06-19-144221.png\" alt=\"\" width=\"604\" height=\"301\" srcset=\"https:\/\/npvelkafatra.sk\/wp-content\/uploads\/2023\/06\/Snimka-obrazovky-2023-06-19-144221.png 604w, https:\/\/npvelkafatra.sk\/wp-content\/uploads\/2023\/06\/Snimka-obrazovky-2023-06-19-144221-500x249.png 500w\" sizes=\"auto, (max-width: 604px) 100vw, 604px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>For each sub-criterion, each member of the jury will assign the appropriate number of points. The total number of points for criterion 2 will be given by the sum of the points for each sub-criterion.  <\/p>\n<p><strong><em>Overall Rating:  <\/em><\/strong><\/p>\n<p>The overall score of the bids is given by the sum of the point values obtained for the individual criteria listed in point 8.2.<\/p>\n<ul>\n<li>On the basis of the overall score, the order of success of the bidders is determined so that the most successful bid is the bid with the highest overall score. In the event of a tie, the contracting authority shall apply the quality of the portfolio as the decision criterion No 2.  <\/li>\n<li>Each bidder will receive a notification of the result of the evaluation of the bids.<\/li>\n<\/ul>\n<hr>\n<ul>\n<li><strong>Applicant Portfolio Requirements<\/strong><\/li>\n<\/ul>\n<p>The Tenderer shall submit three projects of the Tenderer&#8217;s own choice, the authors or co-authors of which are persons designated for the performance of the Contract for Work. For each project, the applicant shall state the stage to which the project has been developed (e.g. architectural study, project documentation, completed construction, etc.). It will also provide basic information about the project:  <\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>Location<\/li>\n<li>Year of design<\/li>\n<li>Implementation period<\/li>\n<li>Investment costs<\/li>\n<li><u>The phase up to which the project has been implemented (study, project documentation, implemented project)<\/u><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>It will also include graphic and text parts of the project in the required outputs:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>1 photo of the implementation or visualization of the design showing the approach to the architecture solution in the selected project<\/li>\n<li>1 photo of the implementation or visualization of the design showing the approach to the interior design in the selected project<\/li>\n<li>Characteristic floor plans<\/li>\n<li>Any graphic material explaining, for example: an approach to the solution of urban relations on a selected project, showing an approach to the solution of public spaces in a selected project, an approach to the issue of efficiency and economy on a selected project.<\/li>\n<li>Description of the project in the following composition (max. 1200 characters including spaces):<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li>Paragraph: Describe your approach to the architectural and, if necessary, urban design in the selected project<\/li>\n<li>Paragraph: Describe the functional and operational requirements of the design.3. Paragraph: Describe your approach to the design solution, reflecting the environmental and infrastructural challenges of the assignment. <\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<hr>\n<p>9. The graphic materials for each project from the submitted portfolio shall be limited by the contracting authority to a maximum of <strong>1 page of A3 format.<\/strong><\/p>\n<hr>\n<p>10.<strong> Terms of anonymity<\/strong><\/p>\n<ul>\n<li>The applicant submits the portfolio according to Annex No. 4 as a separate file (it can also be compressed in .rar or .zip formats, etc.). No part of the portfolio may contain a password or any other graphic mark that could lead to a breach of anonymity.  <\/li>\n<li>Portfolios will be presented anonymously. All annexes will be edited uniformly in the prescribed format and in the required graphic design according to Annex No. 4 of this call.  <\/li>\n<li>The jury was composed by the announcer taking into account the predominance of independent persons on the announcer and the predominance of experts in relation to the subject of the competition. Anonymity must be maintained until the final evaluation of the bids. <\/li>\n<\/ul>\n<hr>\n<p>11. <strong>Conclusion of the contract and terms and conditions<\/strong><\/p>\n<ul>\n<li>A contract for the provision of services for each part of the subject of the contract will be concluded between the successful tenderer and the Public Contracting Authority separately pursuant to the provision of Section 269 (2) of Act No. 513\/1991 Coll., the Commercial Code, as amended (hereinafter referred to as the &#8220;<strong>Contract<\/strong>&#8220;).<\/li>\n<li>The Contract will be concluded in accordance with the terms and conditions defined in this Call for Proposal, the submitted Price Offer and the usual terms and conditions set out in the Commercial Code, as well as other legal regulations for the implementation of the subject of the Contract.<\/li>\n<li>The draft contract forms Annex No. 4.1 and 4.2 to this call and is binding for the bidders. <\/li>\n<\/ul>\n<hr>\n<p>12.<strong> Other Terms<\/strong><\/p>\n<ul>\n<li>The Contracting Authority reserves the right not to accept any of the submitted Tenders and the right to terminate this Contract at any time. The Public Contracting Authority will immediately inform all bidders or all entities invited to submit a bid about the termination of the Contract.  <\/li>\n<li>Bidders bear all costs related to the preparation of their Price Offer.<\/li>\n<li>If the tenderer fails to submit any of the required documents proving compliance with the selection criteria, the Contracting Authority may invite the tenderer to supplement or explain its tender. <\/li>\n<li>By submitting the Price Offer, the Tenderer agrees to the processing of personal data and grants consent to the Public Contracting Authority in accordance with Article 7 of Regulation (EU) 2016\/679 of the European Parliament and of the Council on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and in accordance with Section 13 (1) (a) of Act No. 18\/2018 Coll. on the Protection of Personal Data and on Amendments to Certain Acts, as amended,  with the processing of personal data of the data subject or persons.     <\/li>\n<li>Communication in this Contract is carried out in writing, electronically through the contact via the EVO system.<\/li>\n<li>The contracting authority reserves the right not to evaluate Tenders received after the deadline for submission of tenders.<\/li>\n<li>A tenderer may submit only one tender, either alone or as one of the
